The State of New York/United University Professions Joint Labor-Management Committees have announced the allocation of funds for Individual Development Awards for the period of July 2, 2024 through July 1, 2025. This program is intended to assist employees in the UUP bargaining unit to develop their full professional potential and to prepare for advancement by funding professional development activities.
The maximum amount that can be awarded for each employee under this program is $2,000. Employees may be funded for up to two projects or activities, not to exceed a total of $2,000 for the period of July 2, 2024 to July 1, 2025. Applications from those who have not been funded previously are encouraged. The total amount to be distributed at Buffalo State is $50,359.45 for this period.
PLEASE NOTE: Awards are intended to reimburse individual UUP represented employees for expenses they incurred. Accounts Payable and Procurement Services cannot use the awards to reimburse campus departments for expenses charged to T-Card accounts.
In accordance with Program guidelines, the Individual Development Award Committee will review applications, taking into consideration whether proposed activities will enable applicants to meet one or more of the criteria specified in the SUNY Policies of the Board of Trustees Article XII - Evaluation and Promotion of Academic and Professional Employees:
Award Period
The award period covers professional development activities commenced on or after July 2, 2024, and completed on or before July 1, 2025.
Eligibility Requirements
Full-time employees must be in the UUP bargaining unit at the time of the award and during the dates of the projects or activities. Full-time employees who accrue annual leave will not be required to charge credits for any activities funded by Individual Development Awards.
Part-time employees who meet the eligibility requirements for 26-weeks coverage for health benefits, and are eligible for health benefits during the summer, will also be eligible for funding for a project or activity that occurs during the summer, even if they are not on the payroll during the summer. Part-time employees who accrue annual leave will not be required to charge credits for any activities funded by Individual Development Awards.
The Individual Development Award Committee is required to dedicate a minimum of 15% of the funds allocated to part-time employees. If applications from part-time employees amount to less than 15% of the total funds, then the remainder from the set aside amount can be reallocated to awards for full-time employees.

Application Procedure
The application must be electronically submitted (e-mailed) to uupida@buffalostate.edu by April 7, 2025. Please read the application instructions and fill out, print and sign the application; then submit the completed application along with any required attachments to uupida@buffalostate.edu. If any information provided on the form is missing or does not fully describe the project or activity and expenses, funding will not be considered until it is provided. Please ensure you complete the budget summary section in full indicating the amount requested from the IDA program under the third column ("IDA Request") and attaching all required supporting documentation indicated on the last page of the application form. Questions regarding the application process should be directed to Erika Grande at Human Resource Management.
Please note that if you have or will receive any other sources of support for your project or activity, including expenses covered using a NYS Travel Card, these should be noted on the application in the appropriate column of the budget summary and justification sections. Reimbursements can be made only to individual UUP represented employees. Accounts Payable and Procurement Services cannot reimburse department accounts for expenses charged to Travel Card accounts.
All funding requests must conform to the State Comptroller's Rules and Regulations and limitations contained therein. Additional justification for specific items may be requested.
Notification of Awards
Applicants will be notified of award decisions by June 30, 2025, subject to change depending upon receipt of approval or denial of applications by the NYS/UUP JLMC.
Reimbursement Procedure
Step 1: Reimbursement of actual expenditures will be handled through Accounts Payable and Procurement Services, Cleveland Hall 406, and must comply with the State Comptroller's Rules and Regulations and limitations contained therein. Questions regarding rates of reimbursement should be directed to the Office of Accounts Payable and Procurement Services. Refer to this announcement in The Daily regarding the new procedure of submitting employee travel paperwork through Bengal Buy. Any questions can be sent directly to Mary Taylor by email (taylormf@buffalostate.edu) or in person at Cleveland Hall 406. Award recipients must submit their reimbursement requests within 30 days of the completion of the project or activity, or within 30 days of award notification if the funded project or activity has already been completed. Vouchers and receipts not submitted in a timely manner will result in forfeiture of entitlement to reimbursement.
Step 2: Award recipients must complete the Expenditure Summary Report and return it to the IDA Committee by email (uupida@buffalostate.edu) within 30 days of the completion of the project or activity, or within 30 days of award notification if the funded project or activity has already been completed. Recipients who are unable to complete a project as planned must notify the Individual Development Award Committee as soon as possible. Failure to notify the committee may result in the applicant's ineligibility for future awards.
All activities and expenses must have been completed during the program funding period of July 2, 2024 through July 1, 2025.

Committee members are Lisa Marie Anselmi and Jude Jayatilleke representing UUP, and Charles Lyons and Erika Grande representing management. The committee's role is to review applications and determine those that are recommended for funding and then forward the recommendations to the NYS/UUP JLMC for their final decision to approve or deny.
