Under the Public Employees Fair Employment Act (Taylor Law), employees within the State of New York and State University are separated into various bargaining units by the Public Employee Relations Board (PERB) for the purpose of collective bargaining. PERB serves as the adjudicating body in cases of disputes between the State and the unions representing public employees and decides claims of improper practice and representation. Each bargaining unit is made up of titles which share a community of interest with respect to terms and conditions of employment. Following is a brief description of each union and its membership, along with reference to the bargaining unit represented by the union.

Faculty and Professional (UUP) - Professional Services Negotiating Unit (PSNU 08)
This unit includes facullty, librarians, and non-teaching professionals (other than Management/ Confidential), whose functions support instruction or academic administration. This unit includes such employees as assistant deans, computer center personnel, non-managerial supervisors; e.g., housing directors, directors of counseling, directors of student services, and staff who are involved in technical and support fields. This unit is represented by United University Professions (UUP). Appointments must be made in accordance with the Policies of the Board of Trustees of the State University of New York. Salaries are non-statutory which means that the title and grade of the position determine the minimum and maximum salary that can be paid. Beyond that, initial appointment salaries are dependent upon budgets, vacancy announcements, and the credentials of candidates. Most positions in this unit are exempt under the Fair Labor Standards Act on the basis of their meeting the tests required to designate them as either Executive, Administrative, or Professional.
Management/Confidential - M/C 13
This unit includes managerial positions having significant responsibility for formulating campus-wide policy, finance or collective bargaining administration, administration of grievances, or for personnel administration. These positions include presidents, vice presidents, associate deans, human resources and budget officers. Management/Confidential (M/C) professional appointments are at the discretion of the President and are not represented by a union/bargaining unit. M/C employees serve at the pleasure of the President and has no tenured status in such position. Appointments must be made in accordance with the Policies of the Board of Trustees of the State University of New York. Salaries are non-statutory which means that the title and grade of the position determine the minimum and maximum salary that can be paid. Beyond that, initial appointment salaries are dependent upon budgets, vacancy announcements, and the credentials of candidates. Positions in this unit are exempt under the Fair Labor Standards Act.
Graduate Assistant (GSEU) - Graduate Student Negotiating Unit (GSNU 28)
Part-time employees in this unit, represented by the Graduate Student Employees Union /Communication Workers of America (GSEU/CWA), are comprised of graduate student assistants who are pursuing masters SUNY campuses. These part-time employees assist SUNY faculty and administrators in a variety of teaching, research, and administrative activities.
Administrative Services (ASU) - ASU 02
This unit includes classified service employees who are assigned clerical, secretarial, and administrative duties and responsibilities. This unit is represented by the Civil Service Employees Association (CSEA). Titles assigned to this unit include keyboard specialists, clerks, computer operations. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.
Operational Services (OSU) - OSU 03
This unit includes positions assigned to operations which support the maintenance of facilities and equipment. This unit is represented by the Civil Service Employees' Association (CSEA). Titles assigned to this unit include cleaner, janitor, laborer, maintenance assistants. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.
Institutional Services (ISU) - ISU 04
This unit is represented by the Civil Service Employee's Association (CSEA). Titles assigned to this unit include housekeeper and supervising housekeeper. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.
Professional, Scientific, and Technical Services (PS&T) - PS&T 05
This unit includes positions assigned to professional level, scientific, or technical duties and responsibilities. This unit is represented by the Public Employees' Federation, AFL-CIO (PEF). Titles assigned to this unit include nurse 1. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are usually non-exempt under the Fair Labor Standards Act.
Management/Confidential Classified - M/C 06
Titles assigned to this unit include administrative assistant 2. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.
Agency Police Services Unit (APSU) - APSU 31
This includes positions assigned responsibility for supervising security and university police functions. This unit is represented by Police Benevolent Association of New York State (PBANYS). Titles assigned to this unit include university police officer 1 and 2. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act. (i.e., University Police Officer 1)
Security Services Unit (SSU) - SSU 21
This unit includes State security personnel (other than State Police) and institution safety officers. This unit is represented by New York State Correctional Officers and Police Benevolent Association (NYSCOPBA). Titles include security services assistant and campus public safety officer. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act. (i.e., Security Services Assistant 1, University Police Communications and Security Services Specialist 1)
