Classified Reclassification
- Employee or supervisor contacts Human Resource Management to discuss reclassification of the incumbent’s position. Human Resource Management will review the request and adhere to the NYS Department of Civil Service Division of Classification and Compensation policies and procedures.
- Human Resource Management will determine the employee's eligibility for promotion by reviewing Civil Service laws and lists. Employees not eligible for promotion due to their rank on the controlling list will be so advised. If the employee is eligible and/or reachable, the incumbent or supervisor completes a job description detailing the current or proposed duties. A memo highlighting changes, which support reclassification, must also be provided along with a current organization chart. This entire package is sent to Human Resource Management.
- Human Resource Management will analyze the materials submitted and, as necessary, meet with the supervisor or incumbent to seek additional information.
- If a decision is made to reclassify the position, Human Resource Management will meet with the supervisor and the employee and explain the subsequent changes in the incumbent’s status. Provost/Vice President/CIO approval is also required.
- Human Resource Management will forward the reclassification package to the NYS Department of Civil Service Division of Classification and Compensation. Human Resource Management will receive the determination from Classification and Compensation and advise the employee and supervisor.
- If the request is approved by the Division of Classification and Compensation, Human Resource Management will initiate a Current Employee Change Form and the supervisor will prepare a new Performance Program.
- If a decision is made not to reclassify the position, Human Resource Management will communicate the decision and supporting logic to the supervisor. The supervisor or incumbent may respond to the information provided. If additional information is provided, it will be considered and a determination made by Human Resource Management.
Note: An employee may request a change in title and/or salary grade by filing an application CC-2E directly with the Director of the Division of Classification and Compensation to change his/her title and/or salary grade. The Classification and Compensation staff will then request that we (HR) review the request and comment on its accuracy and any impact that approval might have on other positions at Buffalo State.
